After many hours of troubleshooting and getting frustrated, I googled the name of my built-in webcam and found that others had problems with it and Vista Home Premium (though Toshiba only addresses the problem with other computers with Home Ultimate). After reading what other people were trying, I rolled back the drivers for the webcam and then reinstalled them. As you can see, I was finally able to take a picture! Yay!
Now I must sleep.
